It’s noisy on the beach, and you want to call your kids back (you want to go home, or they have gone too far in the water, etc.)
Have a wristband that strongly vibrates when you “call it” using a phone app or a dedicated transmitter “button.”
You would like to listen to some music or watch a video without using earphones, but there are others around you, and you don’t want to disturb them.

So tenants can try and be considerate to each other with the times they can practice.
Have an online weekly schedule, where people who practice musical instruments can fill in how many hours they want to practice every week, and all the times they can practice day by day, hour by hour for a typical week. At the same time, other tenants can fill in times they absolutely have to have peace and quiet. This will make it easier to find practice times (if the tenants are considerate, to begin with.)
No one likes the sound of the drill vibrating in your head.
Use noise cancellation technologies and combine them with bone conduction to phase out the sound of the drill in your head.
